In 1983, Director General of the National Office of Inventions, An Khang headed a delegation to pay a working visit to the State Committee of Inventions and Discoveries of the former Soviet Union, paving the way for broad cooperative ties between the two Offices, not least in the field of staff training and exchange of information and documentation.

In December 1984, at the invitation of the Chairman of the State Committee of Science and Technology, WIPO Director General Apard Bogsch and his Deputy, A. Kostikov paid a working visit to Vietnam, laid the firm ground for the broad cooperative relationship between Vietnam and such an important UN agency. In the meantime, the National Office of Inventions continued to expand links with intellectual property offices of socialist countries and took the lead in the activities of organization "Meeting of Heads of Industrial Property Offices of member nations of the Council of Mutual Economic Assistance". Vietnam did make considerable contribution to the activities of the Organization and this was evident in the successful organizations of the 26 th session of the Organization in Hanoi in December 1985.

In 1986, the Project "the promotion of industrial property activities in Vietnam and establishment of the National Invention Documentation Center" (Project VIE/86/038) sponsored by WIPO was put in action, making the great contribution to the improvement of capacity of the Center under the National Office of Inventions.
