  PART 1 - 1981 - 1989  

On 29 July 1982 the Council of Ministers promulgated Decree No 125/HDBT on the reorganization of the State Committee of Science and Technology where the National Office of Inventions was a subordinate agency. Therefore the date was considered as the establishment day of the National Office of inventions - the predecessor of the National Office of Industrial Property Office at present.

Implementing Decree 125/HDBT, on 17 September 1982 the Chairman of the State Committee of Science and Technology issued Decision No 194/TCCB to enact the Regulations on the organization and the functioning of the National Office of Inventions.

According to the Decree, the National Office of Inventions was established on the basis of the Innovation and Discovery Division under the State Committee of Science and Technology with the function of assisting the Chairman of the Committee to implement the overall management of innovative, inventive activities and industrial property activities nationwide and ensure the protection of inventions and other types of industrial property rights.

The Decree stipulated the responsibilities of the National Office of Inventions as follows:

  • Making proposals to the Government or the State Committee of Science and Technology on the directions, plans of development as well as the policies, measures and regulations with respect to innovative and inventive activities;
  • Providing methodology, professional knowledge, skills to ministries, provinces as well as organizing the professional training of officials working in this field and other staff relating to the management of innovations and industrial property;
  • Receiving and examining applications for inventions, trademarks and other types of industrial property and submitting to the Chairman of the State Committee of Science and Technology for issuing decisions on granting protection titles;
  • Taking measures for protecting national interests in respect of invention and industrial property protection;
  • Establishing a patent documentation centre, ensuring the effective exploitation of the documentation centre for the purpose of examination of inventions and the implementation of the State plan for the development of Science and Technology and other relevant needs of the socio-economic development of the country.
