At the beginning of 1989, the National Office of Inventions established so called "Investment, Technology Transfer and Industrial Property Consulting Company (INVESTIP)" for providing consultation services including the services of industrial property representatives. In the midst of 1989, the Office established Industrial Designs Group.

Along with the changes and the enhancement of organizational and personnel capacities, the National Office of Inventions widened its activities towards further promoting and developing the industrial property system in Vietnam. The following are main activities in that direction.
