| With the promulgation of the Ordinance on the Protection of Industrial Property, the measures and remedies for protection of industrial property rights were also broadened rather than just limited to the administrative scale as in the past. Thus, the court system then had legal ground for taking judicial procedures relating to industrial property rights. One of the important points mentioned in the Ordinance on the protection of industrial property rights was the change of the principles for the protection of inventions, where the form of protection by granting inventor certificate was abolished and the only form of protection remained, i.e. by granting exclusive patent on invention. This was considered as an important milestone in the development of the industrial property protection system in Vietnam compared with other socialist countries at that time towards complying with the market economy, which was expanded to replace the centrally planned economy.
It is also noteworthy that the first time, the Ordinance on the Protection of industrial Property stated that the National Office of Inventions is a government organization responsible for the management of industrial property activities, the establishment of industrial property rights and the cooperation with social organizations, creative associations for promoting innovative activities and the protection of industrial property.

Right after the promulgation of the Ordinance on the protection of industria property rights, the National Office of Inventions started to draft and submitted to the Council of Ministers for approval the Decree on amendment and supplement of some provisions in the Regulations on innovations and inventions, Regulations on trademarks, Regulations on industrial designs, Regulations on utility solutions in order to make these Regulations comply with the Ordinance on the protection of industrial property and act as legal documents for guiding the implementation of the Ordinance on the protection of industrial property.
