| The function of the State management of innovative activities and industrial property
Apart from the development and improvement of the legal framework on innovations and industrial property, the National Office of Invention proposed a number of policies and measures for implementing innovative activities and industrial property protection nationwide.
In early years of its establishment, National Office of Inventions assisted related ministries, provinces in training and strengthening their staff (full-time or part-time in charge of industrial property - the staff are under the Departments responsible for the management of science and technology) and in setting up Invention and Innovation Verification Councils at various levels. There was a staff in charge of management of innovations and inventions in most Departments for Science and Technology of provinces/cities under central government and in most Departments of Science and Technology Ministries. The National Office of Inventions organized training courses on industrial property for these people. Within the framework of the plan for development of science and technology, the National Office of Inventions helped Ministries and provinces draw up and implement an annual plan for development of innovative and industrial property activities. With a view to promoting innovative activities and the application of innovations, the National Office of Inventions in cooperation with relevant Ministries, provinces, mass and social organizations, e.g. the Vietnam Trade Union, the Central Committee of Vietnam Ho Chi Minh Youth Union and the Vietnam Union of Associations for Science and Technology took a number of measures such as taking control over the implementation of State policies on innovations and inventions, organizing conferences for summarizing experiences, praising organizations and individuals who had made great success and contribution to the innovative and inventive activities.
On 11 April 1985, at the initiative of the National Office of Inventions, the Vietnam Trade Union in cooperation with the Central Committee of the Vietnam Youth Union issued "Regulation on the cooperation between the Organizations responsible for the management of science and technology, Trade Union and Youth Union at various levels for promoting innovative and inventive movement", which stated the areas for cooperation, responsibilities of each organization in organizing and promoting innovative and inventive activities. Thanks to this cooperation, the measures for promoting innovative and inventive activities became more effective.
In 1986, at the request of the National Office of Inventions, for the first time, the issue of "organizing industrial property activities" was included in the Political Report of the VI National Congress of the Communist Party of Vietnam. Since then, the general public and the Party paid more attention on industrial property and provided relevant policies and directions.
