Close cooperation with Ministries and provinces for the establishment of a network for the management of innovation and industrial property activities in the whole country
In order to ensure the implementation of industrial property activities, it requires full-time staff in charge of industrial property equipped with necessary professional knowledge about the industrial property. Therefore, in early years of its establishment, the National Office of Inventions paid special attention to the human resource development for Ministries and provinces in the field of industrial property. Many staff members of the National Office of Inventions, and related Ministries, provinces had a chance to participate in training courses, seminars, workshops held abroad by WIPO and national IP Offices such as in the former Soviet Union, Democratic Republic of Germany, France and other countries. These people later became pillars for the development of industrial property activities in Vietnam.
Thanks to these efforts, a network of specialized sections in charge the management of innovations and industrial property in ministries, provinces and large enterprises. These sections are under organizations responsible for the management of science and technology (Departments of Science and Technology of ministries and provinces). Thanks to these organizations, the innovative and industrial property activities are widely implemented in all ministries and localities.
International relation affairs
It can be assumed that the industrial property activities were firstly implemented in Vietnam since the issuance of the Decree on inventions and innovations in 1981. Meanwhile in many countries, especially in developed ones, the industrial property activities started and developed hundreds of years ago. Many international treaties were concluded and many industrial property organizations were established. Therefore, the establishment and expansion of international cooperation so as to enlist the assistance of other nations, international organizations, in training and improving the capacity of staff as well as the build-up of material and technical infrastructure for the activities in Vietnam constituted the badly pressing problem and were attached with great importance from the birth of the National Office of Inventions.
