  PART 1 - 1990 - 1995  

National Office of Inventions was renamed the National Office of Industrial Property - reshuffle of professional work of the Office.

During the late 1989 and the early 1990s, the National Office of Inventions experienced a sea change in personnel and organization. Mr. Doan Phuong, Vice Chairman of the State Committee of Science and Technology, was appointed as the Director General of the National Office of Inventions in place of Mr. An Khang. In early 1990, company INVESTIP split away from the Office. Specialized Divisions were established in replacement for groups:

  • Legislation and Management Division;
  • Invention and Utility Solution Division;
  • Trademark and Industrial Design Division;
  • Computer and Equipment Division;
  • General Administration Division;
  • Patent Information and Documentation Center.

On 26 March 1992, Mr. Pham Dinh Chuong and Mr. Tran Viet Hung were appointed as the Deputy Director General in place of Mr. Nguyen Duc Than and Nguyen Van Vien who no longer seated these posts since 13 March 1992.

On 22 May 1993, the Government promulgated the Decree 22-CP, providing for the duty, the competence, and the organization structure of the Ministry of Science, Technology and Environment. Under the Decree, the National Office of Inventions was renamed the National Office of Industrial Property. On 8 June 1993, the Minister of Science, Technology and Environment issued the Decision 259/TCCB on regulations on the organization and functions of the NOIP. According to the regulations, the duty and competence of the NOIP were increasingly empowered so as to enable it exercise its state administration function over industrial property activities and the procedures of rights establishment in line with the Ordinance on the protection of industrial property rights dated 11 February 1989. The regulations also maintained the organization structure of the NOIP composed of existing Divisions and Center (except for the Division of Computer and Equipment) and additionally established the Registration Division, Training Division and International Relations Division.

Along with the sea change in leadership line, the organization and personnel of the NOIP also experienced the considerable change.

In late 1989 and 1990s, due to the difficulty in internal organization and living standard, a fairly large number of staff (some 50 people) quitted the Office (among them many had been professionally trained in industrial property field). Up to 1992, the number of staff reduced to 86 (including permanent and contracted officers). Industrial property activities in general and the NOIP in particular faced great challenges, of which were the shortage of human resources and scattered activities.
