THE NATIONAL OFFICE OF INVENTIONS WAS RENAMED THE NATIONAL OFFICE OF INDUSTRIAL PROPERTY - RESHUFFLE OF PROFESSIONAL ACTIVITIES

20 March 1990: Promulgation of Decree 84/HDBT on the amendment of Regulations on technical innovations, rationalization of production and inventions; Regulations on trademarks; Regulations for utility solutions so as to materialize the Ordinance on the protection of industrial property.

The Office established the specialized divisions in place of professional groups.

22 May 1993: Promulgation of Decree 22/CP on the duty and competence of the Minister of Science, Technology and Environment and the National Office of Inventions was renamed the National Office of Industrial Property accordingly.

Reorganizing professional activities and centralizing the procedures of right establishment in the principle of one coordinator. Reinforcing new staff, continuously improving the capacity of staff line.

To overcome these difficulties, on the one hand, NOIP reshuffled professional activities and on the other hand, continued to train and reinforced new staff.

In respect of organization of work, the Office determined to remove isolated and scattered way of working. The whole procedures of right establishment were carried out in the principle of one contact point. Every procedure of application filling, examination, publication and grant of protection title, etc. was implemented in the uniform process with strict and transparent operational regulations.

In respect of personnel line, the Office recruited a number of staff who immediately adapted to the Office works. As a result many international relations were established and many officers were trained with professional expertise in foreign countries.

Thanks to the above-mentioned efforts, the NOIP rapidly passed through the most difficult period, step-by-step meeting the practical requirements and readily playing the well-deserved role in the industrial property system in the new stage of the international economic integration.
