| Since Vietnam acceded into Association of South East Asian National (ASEAN) the National office of industrial property positively participated in the Organization' s activities in the field of industrial property, especially in the drafting the framework Agreement on cooperation of intellectual Property among ASEAN signed 15 December 1995 during the Summit in Bangkok and in the implementation of cooperation plans with ASEAN countries under the Agreement.

As assigned by the Government, the National office of industrial property got about the negotiations with U.S. on intellectual property-related issues in the Vietnam-US Bilateral Trade Agreement. The National office of industrial property drafted the chapter on intellectual property in the agreement, preparing negotiation plans to submit to the Government and directly involved in negotiation rounds until the conclusion of the Agreement. The Agreement created new rooms for intellectual property cooperation between Vietnam and United States. At present, Vietnam is doing necessary works to realize the commitments enshrined in the Agreement.
In December 1999, the Modernization of property Administration project in Vietnam sponsored by Japanese Government through the Japan International Cooperation Agency (JICA) was signed in Hanoi. The project has been implemented since 1 April 2000 and planned to last 4 years. The objectives of the project were to upgrade industrial property application handling process from the filing of applications to the final decision on the possibility of granting protection titles and to monitor the legal effect of granted protection titles. Japan did send many senior experts to Vietnam to implement the project and provide Vietnam with necessary equipment and expertise. After nearly 2 years of implementation, the administration system of database of application is basically complete. Japanese and Vietnamese experts are now doing their best to finalize the rest of the workload by 31 st March 2004 as planned.
