The implementation of state management function over innovations and industrial property activities

To continue building on fruits recorded by the National Office of Inventions in the past, the National Office of Industrial Property took many remedies to encourage innovation and industrial property activities. The National Office of Industrial Property coordinated with the Vietnam Union of Science and Technology Associations, the Vietnam Federation of Trade Labor Unions and the Central Committee of the Ho Chi Minh Communist Youth Union to successfully hold the national technical innovations contests in 1990, 1991, 1993 and 1995 and actively took part in the organization of that of 1999 and 2001.

Along with the development of industrial property activities, the number of cases of disputes and violations of industrial property rights has increased. During 10 years from 1992 to 2001, the National Office of Industrial Property received and solved 1,232 appeals for the violation of industrial property rights. The National Office of Industrial Property also made judgments on the violation actions of industrial property rights at the request of enforcement agencies (market management offices, economic police, courts, customs, science, technology and environment inspectorate) to enable them to make the proper decisions so as to protect the legitimate interests of the holders of protection titles.

To develop the industrial property activities, apart from the development and consolidation of state management system, it required the development of legal consulting service system, industrial property agents and socio- professional industrial property organization.
