To implement the provisions of the State on industrial property attorneys, the National Office of industrial Property held lots of examinations to grant certificates for 52 industrial property attorneys belonging to 19 industrial property agents. The National Office of industrial always monitored and guided those agents in professional and technical aspects and assisted them to improve their expertise. In general, the representative of foreign individuals as provided for in the laws of Vietnam and of Vietnamese individuals and organizations also.

The National Office of Industrial Property also attached attention to the development of socio-professional industrial property organizations. The National Office of industrial Property advocated and actively took part in the preparation for the establishment of the Vietnam industrial Property Association, which was considered as an organization of individuals and organizations working on the field of industrial property to exchange professional experiences and improve their expertise, taking proper measures to make contribution to the development of industrial property. After the birth of the Vietnam industrial Property Association (under the Decision 40/2000/QD-BTCCBCP dated 21 June 2000 of the Minister- Chairman of the Government Committee of Organization and Cadres), the Association to facilitate them to play a role in the industrial property activities.

Organizing basic and advanced professional training for industrial property staff

During 6 years from 1996 to 2001, the National Office of Industrial Property organized and in association with foreign organizations, Ministries, localities and other domestic concerned organs organized 107 training courses, symposia on industrial property, sending hundreds of experts to attend training course, study tours in foreign countries. The total number of participant in the said period mounted to 11,599, of that number 110 gained. (The training course for staff responsible for industrial property in cities, provinces in Hai Phong in 1995) the bachelor and post graduate in industrial property; 2,935, 300, 515, 7 and 6,264 attended basic courses, advanced courses, examiner training courses, long term courses and symposia on industrial property, respectively. Of the above-mentioned number, except for the staff of the National Office of Industrial Property, there were 3,666 officers from administrative agencies at various levels, 2,081 from enforcement bodies (courts, market management department, economic police), 1,685 from enterprises and 1,259 from universities, research institutes.
