HISTORY OF ESTABLISHMENT AND DEVELOPMENT OF THE
NATIONAL OFFICE OF INDUSTRIAL PROPERTY
Initial formulation and development of innovative activities; Establishment of Invention and Discovery Division - the predecessor of the National Office of Inventions.
In early days of its establishment, the State Committee of Science paid attention to the organization and management of the movement on technical innovations. One of the agencies subordinate to the State Committee of Science established in 1959 under direct supervision of Its Secretary General was the Division on Innovation for Technical Improvement which later was reorganized and renamed Standing Office under the Central Innovation and Discovery Verification Council.
On 11 March 1959 the Prime Minister promulgated Instruction No 105TTg on "the organization and management of the movement on innovative and inventive activities of the public" which stipulated the responsibilities of various authorities concerning this movement. As for the State Committee of Science, the Instruction stated: "the State Committee of Science is responsible for overall management, prompt, detection of the requirements of the movement, studying and making recommendations on necessary strategies, policies to the Government and the Central Committee of the Party for the management of the movement.
On 22 July 1963 the Prime Minister enacted Instruction - TTg on the study, supplement of awarding measures for innovations and discoveries, including remuneration where responsibilities of the authorities concerned were stipulated in detail. The Instruction stated: "the State Committee of Science is responsible for drawing up a plan and or organizing a system for verifying innovations and discoveries nationwide from the central level to localities". Implementing this Instruction, the State Committee of Science step by step organized and managed innovative and discovery activities nationwide (issuing a provisional Regulation on the organization of the Councils for verification of innovations at various levels, including provisions on the establishment of the Central Council for verification of innovations and making proposal for prize awarding for innovations of special value proposed by various ministries and localities; settlement of dispute and appeals relating to prizes and remuneration for innovations and deriving experiences, studying and making recommendations on the improvement of the methods for verification and prize awards for innovation.
In 1964, the Central Council for verification of innovations was established with the composition of representatives of the State Committee of Science, the Trade Union, Ministry of Labour, the Central Office for emulation under the Government Office, the State Committee on Planning and a number of famous scientists. Together with the establishment of the Central Council for verification of innovations, the Chairman of the State Committee of Science decided to establish the Standing Office under the Central Council for verification of innovations. The Standing Office became a specialized section in charge of innovative activities of under the State Committee of Science and this Standing Office was often referred to as Innovation Committee. The Innovation Committee inco-operation with various sections under the Central Emulation Committee, Ministry of Labour, the Trade Union implemented various measures for widespread development of the innovative movement among public such as guiding the establishment of councils for verification of innovations at various levels, training staff specialized in the management of innovative activities, studying and making proposals for amendment of prize awarding systems.
