  PART 1 - Pre 1982  

The most important result of the cooperation was the draft and submission for promulgation of the Regulations on prize awards for technical innovations, production rationalization and improvement of working manners" together with Decree No 20-CP of 08 February 1965. This important event marked a new height of the development of innovative activities in the country. This was for the first time the Government promulgated a legal document stipulating in detail the scheme of remuneration for innovations, where stated the concepts and levels of remuneration for each type of innovation, methods of calculating and payment of the remuneration, the right of the heads of ministries, organizations at different levels to inspect and determine the level of remuneration. The Decree also stipulated responsibilities of ministries, localities with respect to innovative activities. The State Committee of Science was assigned the task to "properly organize the registration, verification, dissemination and application of innovations nationwide", and became the competent agency for State management of activities of innovation and rationalization of production in the country.

Innovation and Discovery Division

1959: Establishment of the State Committee of Science, which included Division on technical innovations.

11 March 1959: Enactment of Instruction 105/TTg of the Prime Minister on the organization and management of the movement on technical innovations and inventive activities of the public

22 January 1963: Establishment of the Instruction 07-TTg on the study, supplement of awarding measures for innovations and discoveries, including remuneration

1964: Establishment of Standing Office under the Central Council for verification of innovations (the Office was located at the headquarters of the State Council of Science and was referred to as innovation Committee).

08 February 1956: Decree No 20/CP on awards for technical innovations, production rationalization and improvement of the working manners.

09 July 1966: Enactment of Circular 567/KHKT-PMSK of the State Committee of Science and Technology on the organization of registration, verification, application, dissemination and award for innovations.

1973: The Committee for innovation was renamed Division for Inventions and Discovery.

13 October 1975: Decree No 192/CP on the organization and functioning of the State Committee of Science and Technology under which the Division for Inventions and Discovery was a subordinate organization.

After the promulgation of Decree No 20-CP by the Government, the Innovation Committee drafted and submitted to the Chairman of the State Committee of Science and Technology for issuing Circular No 567/KHKT-PMSK of 09 July 1966 on the organization of registration, verification application, dissemination and awards for innovation as well as assisted ministries and provinces in drafting relevant circulars, instructions for the implementation of Decree No 20-CP.

The innovation Committee in cooperation with other related agencies at the central level provided guidance for the establishment of Innovation Verification Councils at various levels, trained and equipped them with professional knowledge, participated in the verification of innovation of high value of ministries and provinces.
